ICCF Diamond Jubilee World Cup 18 in memory of Witold Bielecki
(semi-final stage)
Poland was involved as a tournament organizer in previous three World Cups (3rd, 6th and 7th) which covered 6.222 (sic!) entries. The main effort (as TO and TD) was laid down by our friend Witold Bielecki (1947-2008), who died unexpectedly in 2008. He was chairman of the Polish CC Federation and Polish delegate to ICCF, also cc player and ICCF official, IM since 1996 and IA since 1978, member and chairman of several ICCF working groups and committees/ commissions.

ICCF Diamond Jubilee World Cup 18 Webserver Semifinals
in memory of Witold Bielecki

Dear Chessfriends,
On behalf of ICCF, the tournament is being organised and administered by the Polish CC Federation.
The preliminaries of this World Cup started on 30.10.2011 with 844 players in 65 server sections and now it is coming to the end on 01.06.2013. There are 98% games finished already. See tournament website here.
Adjudication Guidelines
After the end date of the preliminaries (01.06.2013) all unfinished games are called for adjudication.
Both players involved shall submit to Mariusz Wojnar no later than 15.06.2013 a statement claiming either a win or a draw. Players should submit analysis to support their claim. Analysis does not necessarily mean possible variations; it also includes general plans where appropriate. Players involved will be promptly notified of the adjudicator’s decision. The adjudicator’s decision is final, without appeal.

The semifinals of the ICCF Diamond Jubilee World Cup 18 will start on 30.08.2013.
ICCF Rules valid at the start of the semifinal stage (30.08.2013) will be binding, including tie-breaking (number of wins, points evaluation by the Sonneborn-Berger-System, results of the tied players against each other). For your convenience they are accessible at the tournament website.
Entries
The semifinal stage is opened to the 2 top players of each preliminary section (no more than 2 semifinal groups). Qualifiers are presented at the tournament website here. Most of them confirmed their participation already.
In addition, those players who qualified for World Cup 16 and 17 Finals will also be entitled to play in the semifinal stage of World Cup 18 – unless, they exploited their right to play at that stage in previous editions of the World Cup. Players may enter in the usual way through their National Federations or, where eligible, directly. Entries should contain player’s name, email address, ICCF ID, current rating and background and should be forwarded by email to the Tournament Organizer, Mariusz Wojnar (email: mariusz.wojnar@gmail.com), to reach him before 20.06.2013.
Should there be any non starters or unexpected withdrawals, the semifinal groups might be completed by players from a prioritized list of reserve (those sharing 1st or 2nd place). Some of these players might be contacted (if applicable) by TO Mariusz Wojnar via e-mail who will be offered any vacancies which arise.
There is no additional entry fee.
Allocation of players to the semifinal groups will be made as random as possible; however, geographical distribution as well as an achievement of reasonable equality of the average rating will be taken into account.
Tournament Organization
There will be 10-12 semifinal groups (13 players each) and the winner from each group will qualify for a 13-15 player final.
The start date for all semifinal groups will be 30.08.2013 with closing date of 01.04.2015.
Any unfinished games are called for adjudication. The players involved shall submit their claim (with the required result – win or draw) and supporting analysis to their TD for adjudication no later than 15.04.2015.
The adjudication will be organized in such a way that all qualified players will be known by 15.05.2015.
The final is expected to start on 30.08.2015 at the latest.
ICCF standard time control 10 moves in 50 days with duplication after 20 days is used. Linear conditionals can be entered.
Prizes
Prize 2000€ for the first 4 players (1000€; 600€, 300€; 100€) – in the final, no tie break.
Prize for a semifinal group winner will be announced later.
Qualification
Only the group winner (ties to be decided by points evaluation) will be promoted to the World Cup final. No player will qualify for more than one place in the final.
In addition, the winners of World Cup 16 and 17 Finals will be eligible to participate in World Cup Final 18.
The following qualifications can be achieved in the final:
- The winner of the Diamond World Cup 18 will qualify for a World Championship final, place 2-4 to World Championship Candidates (tie break applies);
- The winner of the World Cup Final 18 will qualify for the final of the next World Cup Tournament (ICCF Tournament Rules, Article 3.6) and will gain the IM title (ICCF Tournament Rules, Article 8.6.(c));
- All other finalists qualify to World Championship semifinal;
- All participants in the final will qualify for the semifinal of the next World Cup Tournament (ICCF Tournament Rules, Article 3.6);
