{"id":1638,"date":"2013-07-29T09:08:29","date_gmt":"2013-07-29T07:08:29","guid":{"rendered":"http:\/\/kszgk.com\/iccfcongress2013\/?p=1638"},"modified":"2013-07-29T09:19:26","modified_gmt":"2013-07-29T07:19:26","slug":"iccf-2013-congress-summary","status":"publish","type":"post","link":"http:\/\/kszgk.com\/iccfcongress2013\/iccf-2013-congress-summary\/","title":{"rendered":"ICCF &#8211; 2013 Congress Summary"},"content":{"rendered":"<p><em>Dear ICCF Delegates, Officials, and Friends,\u00a0<\/em><\/p>\n<p><em>Below are some highlights from the 2013 Congress held in Cracow.<\/em><\/p>\n<ul style=\"list-style-type: square;\">\n<li><em>Statute 13 was modified to allow deviations from FIDE when appropriate.\u00a0\u00a0<\/em><\/li>\n<li><em>\u201cThe Basic Laws of Chess only apply to Over-the-Board play\u201d\u00a0<\/em><\/li>\n<li><em>New ICCF Member Federations<\/em>\n<ul>\n<li><em>Cape Verde (Zone 4 \u2013 Francisco Carapinha \u2013 Delegate)<\/em><\/li>\n<li><em>Venezuela (Zone 2 &#8211; C\u00e9sar Jes\u00fas Reyes Maldonado \u2013 Delegate)\u00a0\u00a0<\/em><\/li>\n<\/ul>\n<\/li>\n<li><em>Andrew Dearnley (ENG) elected as Marketing Director<\/em><\/li>\n<li><em>Markus H\u00f6mske (FRA) appointed as NTTC (Non Title Tournament Commissioner)<\/em><\/li>\n<li><em>Jason Bokar (USA) appointed as Help Desk Manager<\/em><\/li>\n<li><em>Neil Limbert (ENG) has resigned from the qualification Commission position after a superb 4-year contribution to ICCF. Any interested parties are invited to contact the General Secretary for more information.\u00a0<\/em><\/li>\n<li><em>Scoring 3\/1\/0 proposal not adopted<\/em><\/li>\n<li><em>Chess 960 rating are approved \u2013 Rating Commissioner is working on implementation.\u00a0<\/em><\/li>\n<li><em>Incremental time control adopted (10\/50 remains the time control for most ICCF tournaments)\u00a0<\/em><\/li>\n<li><em>Special Leave disbanded effective 01\/01\/2014. 45 days of leave per calendar year will be introduced for all tournaments starting after 01\/01\/2014.\u00a0<\/em><\/li>\n<li><em>Table bases are introduced. 50-move rule suspended if TB is entered. Playing Rules committee along with the Service Director, under oversight of the EB will address the technical issues of implementation.\u00a0<\/em><\/li>\n<li><em>Some changes were made to the Code of Conduct regarding slow play.\u00a0<\/em><\/li>\n<li><em>A new category will be added to the Promotion Events ladder (below to Open class) to promote chess for very low ranking players.\u00a0<\/em><\/li>\n<li><em>Congress 2014 \u2013 Sydney \u2013 Delegate Brian Jones is already preparing for an Oct 2014 Congress Australia.\u00a0<\/em><\/li>\n<li><em>Congress 2015 \u2013 Bulgaria has submitted a non-binding interest in hosting the 2015 in a resort on the Black Sea.
