Nowe Przepisy ICCF

Z dniem 2018-01-01 zgodnie z decyzją Kongresu wchodzą w życie „Przepisy ICCF” stanowiące połączenie 8 dokumentów ICCF w jeden (2017-022 Combining 8 ICCF Rule Documents into 1).

Pozwoli to na szukanie stosownego przepisu w jednym dokumencie zamiast w 8 różnych (Przepisy turniejowe [1], Podręcznik sędziego-serwer [2] i poczta [3], Przepisy gry – serwer [4] i poczta [5], Wytyczne do przepisów gry [6], Podręcznik organizatora [7], Kodeks zachowania [8]).

Nowy dokument uwzględnia również inne decyzje ostatniego kongresu (numer w nawiasach kwadratowych []), które zostały wyszczególnione na stronie 1:

  • (1) [2017-025] The ICCF World Cup winner will now be awarded the SIM title (§1.5.2.)
  • (2) [2017-019] Medals for CCE and CCM titles became more available (§1.5.4.)
  • (3) [2017-008] There was some clarification of the rules for player eligibility (§1.6)
  • (4) [2017-016] The rights of isolated players (that is, players without a Member Federation) were clarified (§1.6.1. & §4.5.2)
  • (5) [2017-034] Some wording changes were approved: describing the 40-move ETL rule
    (§2.6.2.)
  • (6) [2017-029] The Code of Conduct draw rule was replaced for new events with a rule that allows multiple draw offers by the same player as long as there are at least 10 moves (§2.9)
  • (7) [2017-015] Any time the 6-piece tablebase applies in an event, the 50-move draw rule no longer applies once there are only 7 pieces on the board (§2.10.(2))
  • (8) [2017-034] A recommendation is made to players instead of a player’s abandoning games (instead of a silent withdrawal) (§2.12.3.)
  • (9 & 10) [2017-004 & -027] Players will have 14 days, instead of 7, to file adjudication claims. Additionally, when a non-withdrawn player fails to file a timely adjudication claim, there will be an automatic adjudication claim of a draw without analysis and without the right to appeal. (§2.13 & §3.20.3)
  • (11) [2017-005] Players with an accepted withdrawal from an individual event will all be treated the same no matter the underlying reason for the withdrawal (§3.17)
  • (12) [2017-024] Directing games from ICCF Free Matches now counts towards the International Arbiter title (§3.6)
  • (13) [2017-017] Viewing of ongoing games in the Final and Candidate sections of the WCCC, and the Finals of the Olympiads, of the Ladies Olympiads, and of the Ladies CC World Championship were made more open to the public (§4.7.5.)
  • (14) [2017-006] The same person cannot be the Team Captain for different teams in the same event (§5.2)
  • Dodatkowo uwzględniono nową zasadę zachowania poufności opartą na przepisach narzuconych przez Unię Europejską (§1.7.1.1.)

  • (9) Appendix 2: International Correspondence Chess Title Regulations

Chodzi o to, aby każdy użytkownik mógł jak najłatwiej znaleźć odpowiedni dla siebie rozdział bez względu na to czy to jest zawodnik, sędzia (TD), organizator (TO), kapitan drużyny (TC), osoba oceniająca partię czy też członek Komisji Sędziowskiej ICCF (TDC).

Spis treści na stronach od 2 do 9 może być pomocny w znalezieniu konkretnego szczegółu w dowolnym rozdziale. Dokument można również przeszukiwać w zwykły sposób lub według słów kluczowych.

Nie przewiduje się tłumaczenia całego dokumentu na język polski. Natomiast planuje się przetłumaczyć przepisy gry (głównie rozdział 2) i odpowiednio zaktualizować Regulamin KSzK nr 3 najszybciej jak to możliwe (w miarę możliwości czasowych).
